New Hanover County is growing, and residents are feeling the pressure: traffic congestion, road improvements that are not keeping pace, rising costs, strain on public schools, concerns about overdevelopment, and taxes that already feel too high.


Richard has heard the same concerns across the county: traffic, infrastructure, development, taxes, schools, affordability, and whether local government is truly listening.
He is running because he believes New Hanover County can meet these challenges with common-sense leadership, honest planning, and a county government that respects the people it serves.
As an engineer and longtime planning board member, Richard’s approach is straightforward: listen first, study the facts, understand the rules, work with others, and make honest decisions.

Richard Collier is an engineer, problem-solver, husband, father, grandfather, and candidate for New Hanover County Commission.
He grew up in Stedman, North Carolina, a small farming town east of Fayetteville. Working on his uncle’s farm taught him hard work, perseverance, and the value of working with others.
For the better part of two decades, Richard has served on local planning boards and commissions, reviewing zoning, land use, codes, ordinances, and development issues. That experience gives him a practical understanding of how local government decisions affect neighborhoods, taxpayers, infrastructure, and quality of life.
Richard is honest, direct, approachable, and committed to listening.
